About
The Facilities Department of the Nantucket Public Schools plays a vital role in ensuring that all district buildings and grounds are maintained to the highest standards of safety, cleanliness, and functionality. Under the leadership of the Director of Facilities & Grounds, Chip Clunie, the department is responsible for routine inspections, preventive maintenance, and timely repairs of mechanical systems, HVAC units, and other essential infrastructure. This proactive approach minimizes disruptions to the educational environment and supports the district's commitment to providing a safe and conducive learning atmosphere.
Additionally, the department oversees yearly capital improvement projects. By managing these projects effectively, the Facilities Department ensures that the district's infrastructure evolves in line with educational demands and community expectations. Through diligent oversight and strategic planning, the Facilities Department directly contributes to the district's mission by maintaining environments where students and staff can thrive.
The facilities department is also responsible for scheduling use of all campus buildings and grounds during after-school and weekend hours.

Nantucket Public Schools Procurement Process
Nantucket Public Schools adheres to Massachusetts General Laws Chapter 30B, the Uniform Procurement Act, to ensure a transparent, competitive, and accountable process for acquiring goods and services. This framework promotes fair competition and responsible use of public funds.
Procurement Thresholds and Procedures:
-
Under $10,000: Purchases may be made using sound business practices, often involving informal quotes or catalog pricing.
-
$10,000 to $100,000: Requires soliciting written quotations from at least three vendors. Contracts are awarded to the lowest responsible bidder.
-
Over $100,000: Mandates a formal, competitive sealed bidding process. An Invitation for Bids (IFB) is publicly advertised, specifying bid details and evaluation criteria. Bids are opened publicly, and contracts are awarded to the lowest responsive and responsible bidder.

About AHERA
What It Is:
AHERA stands for the Asbestos Hazard Emergency Response Act. It is a federal law enacted in 1986 that requires schools to inspect their buildings for asbestos-containing materials and take appropriate action to prevent exposure.
Under AHERA, all public and private K–12 schools (not colleges or universities) must:
-
Inspect for asbestos in building materials.
-
Prepare an Asbestos Management Plan that outlines where asbestos is located, how it's being monitored, and plans for removal or containment.
-
Re-inspect asbestos-containing materials every 3 years.
-
Conduct surveillance of asbestos conditions every 6 months.
-
Train school staff responsible for maintenance and asbestos response.
-
Notify parents, teachers, and employees annually about the asbestos management plan and any actions taken.
Why It Matters:
Asbestos can cause serious health issues (like lung cancer and mesothelioma) if fibers become airborne and are inhaled. AHERA aims to prevent exposure in schools, especially since children are particularly vulnerable.
The U.S. Environmental Protection Agency (EPA) enforces AHERA, but states can have their own enforcement programs too. In Massachusetts, the Department of Labor Standards (DLS) oversees asbestos compliance in public schools.
